"Not to worry," Hsu tells GlobeSt.com. "That's the easy part. We have an excellent start on that front." He says that because his analysts, California-based Economic Research Associates, assure him the payback on the investment should be three years. "We figured five, so this pleases us immensely," Hsu says.

The pro forma projects first-year attendance of 2.4 million and operating revenue of $33 million.

The Factory Funhouse and Festival Boardwalk will be built next to the one million-sf Festival Bay shopping and entertainment center and across from the Belz Factory Outlet Mall. The indoor/outdoor portion will feature high-tech rides and roller coasters in a 20,000-sf enclosure. Also planned are a 200-foot tall Ferris wheel, go-cart rides and a haunted house. A ground-breaking date hasn't been set.
