Fred Harris, vice president of development for AvalonBay, says the building will be completed by spring. Groundbreaking took place last October and was attended by a host of political dignitaries including First Lady and New York senatorial candidate Hillary Rodham Clinton.
Gazing up at the 24-story, 412-unit structure, Mayor Timothy Idoni recounts returning to the city last weekend from Long Island. "I could see the orange steel reaching into the sky from the Cross Island Parkway. And then I realized, my God, that's New Rochelle," he says.
The building, part of a three-phase project that will total 1,000 apartments, is one of the ongoing efforts to revitalize the downtown district here.
