Leesburg city council has to approve a recommendation from the planning and zoning commission to amend a city ordinance covering the plant's use and construction. Monaco wants customers to live in their RVs while they are at the service center. The city, however, wants to be certain Monaco won't turn the site into a mini RV park if it Oks the project.

Monaco is willing to put up a security deposit guaranteeing it will follow the city ordinance to the letter. The company paid $131,750 or $26,350 per acre (60 cents psf) for its five-acre lot on State Road 44 and Flatwood Road. The estimated construction cost of the plant is $1.65 million.
