Walser Buick filed a lawsuit this weekagainst the city of Richfield and the RichfieldHousing and Redevelopment Authority alleging that cityofficials violated Minnesota's tax increment financingstatute when they designated as blighted Walser's siteand other sites nearby. Meanwhile, city officials saythey are ready to commence condemnation proceedingsagainst Walser if the car dealership doesn't agree tosell its seven-acre site.
