Senate Bill 1375, sponsored by state Sen. Richard Alarcon, D-Van Nuys, was aimed at cities that could be created if the San Fernando Valley and San Pedro-Wilmington areas secede from LA. Without such a measure, Los Angeles officials would still control all redevelopment projects even if the San Fernando Valley and San Pedro voted to incorporate into their own cities.

The measure, approved 40-0 by the Senate, now goes to Gov. Gray Davis, who has until Sept. 30 to sign or veto it.

Under the measure, seceding city governments could assume authority over redevelopment areas, but would have limited powers to change the agreements. The Valley has redevelopment project areas in North Hollywood, the Laurel Canyon Commercial Corridor, Pacoima/Panorama City, and Reseda/Canoga Park. The Harbor area has two: Beacon Street and the Los Angeles Harbor Industrial Center.
