The Maricopa County Board of Supervisors approved the White Tanks-Grand Avenue Area Plan, a growth blueprint for 760 square miles on the far western edge of the metropolitan area. One of the main thrusts of the plan is to limit residential development around Like Air Force Base, which in turn will limit the need for commercial projects.

Any further encroachment into the area around the base would have endangered it during the next round of base closures. The base contributes approximately $2 billion annually to the Valley's economy.
