The additional monies will make few, if any, more renters eligible for the federal government's Section 8 housing program. Instead, most of the $100 million will go toward boosting the aid that current voucher holders already receive.

Many recipients of housing aid here have long complained that the free money they get from the government isn't enough to help them find a suitable apartment, in part because average rents in the county have been rising fast and vacancies have been plunging. By giving them an extra $100 million, the federal government hopes they'll have an easier time finding owners willing to take part in HUD's program.
