The flat-topped roofs on the buildings are being replaced with peaked roofs. The units are getting new windows, kitchen cabinets, carpeting, floor tiles and fresh paint. The first phase of the MORH Apartments remodel is due next month. The rest is scheduled for completion by April 2001.

Citizens Housing, a San Francisco-based affordable housing developer, owns and is developing several low-income properties in the Bay Area. Its projects include the 79-unit Oak Center on Market Street and the Piedmont Apartments at Piedmont Avenue and MacArthur Boulevard.

The MOHR apartments were fully occupied when Citizens took over, but the nonprofit has found other places for tenants to live while the work is done.
