The size of the building has not yet been determined, but the bureau envisions the building being used as a conference center and a community center. The lake and the 2,600-acre Scoggins Valley Park are operated by the county under a 50-year lease from the Bureau of Reclamation.

The Lake, created in 1974 by the bureau's construction of Scoggins Dam, attracts upwards of 20,000 people on sunny summer days for fishing, hiking, boating, swimming and, of course, tanning.
