Although talks are currently in the initial stages, city officials and Divco executives say they want to break ground next year. Redevelopment officials foresee an Internet start-up incubator occupying a portion of the tower, but aren't yet saying which one.

The Downtown redevelopment project is aimed at making San Jose--the self-proclaimed heart of Silicon Valley--a destination city. Divco is the company spearheading Cisco's proposed 688-acre campus in the North Coyote Valley area on the southern edge of the city.
