The proposal includes development of 150,000 sf of affordable space at Pier 70 and a requirement that private developers receiving city subsidies build nonprofit space into their projects. A study released Tuesday by Brown's office found only 75 of 300 nonprofits have leases that lock in pre-boom rents past 2004.

Brown also proposed providing $7 million for technical assistance, building improvements and loans to nonprofits through the newly formed Partnership for Affordable Non-Profit Space, an alliance between the Mayor's Office of Community Development, business owners and philanthropic groups.
