The rezoning would make the land more valuable than it is now, which real estate experts say is about $60,000 an acre. Developers frequently encounter opposition in Loudoun County, but the foundation believes it fits in well with the county's plan to control growth.
The site lies in the path of a planned rail line and bus transit system, says the foundation's attorney.
