TUCSON-Pressured by cities throughout Arizona, big-box retailers are fighting back.For the second time, Wal-Mart has filed a lawsuit against the city of Tucson in an attempt to overturn the “big box” regulation that set restrictions on the development of super-sized stores. Wal-Mart claims the regulation unfairly favors local store operators.

The lawsuit was filed last week in Pima County Superior Court, just a week after the Arizona Supreme Court rejected a final appeal by Wal-Mart of an earlier challenge to the law that limits the size the grocery store section in Wal-Marts larger than 100,000-sf. The law also requires large stores to get special approval of plans to deal with noise, lights and traffic.
