The commission gave its thumbs-up to the Calpine Corp.'s proposed plant on Tuesday, backing down from original concerns. A preliminary report produced by the commission in May questioned the 600-megawatt Metcalf Energy Center's location and suggested alternatives such as Fremont on the northern edge of Silicon Valley.

City planning officials will consider the project on Nov. 15. If built, the plant would occupy 20 acres of unincorporated farmland and generate power for 600,000 homes.
