The proposed plant on Busch Road is small enough that the California Energy Commission does not need to approve it, leaving the decision in the hands of the city. Residents received notice Friday of a Nov. 8 planning commission meeting to discuss the project.
United American Energy would operate the plant, which would be connected to a local Pacific Gas and Electric substation. It would be located on a one-acre site leased from the Kiewit Co. and run from 6 a.m. to 10 p.m.
There have been no firm cost estimates for the project, but sources have said it will run between $25 and $40 million. The plant must be up and running by June in order to qualify for a piece of a $255 million California Independent System Operator program created earlier this month to allow for new sources of power.
