Local and federal government officials believe private development may spur growth in an area where the Federal officials have long sought--and failed--to build an enclave of federal offices.

Two proposals for the new U.S. Department of Transportation headquarters involve private development of the center. The bill is necessary if either proposal would be chosen for the 1.3 million-sf lease.
