The building will sit at North Fifth and East Santa Clara Streets in the downtown area. The FAA reserves the right to reject the design of any building that lies within a 10,000-foot radius of the airport and is more than 208 feet above sea level. Initial designs for the new City Hall have the building topping out at 230 feet above sea level.
Thus far, the highest FAA-approved structure in the area is a sign on publisher Knight-Ridder's headquarters. The top of the sign is 352 feet above sea level.
