The Port was previously in exclusive negotiations a partnership between LCOR and WDG, who developed the Sony Metreon complex in San Francisco. In May, the LCOR partnership was chosen over longtime Oakland developer Hal Ellis. The two sides were unable to agree to a deal, however, and now Ellis has re-emerged as a prospect for the development project.

In an effort to boost revenues, the Port of Oakland hopes to lure people to the area with a mix of retail, office, hotel and entertainment properties. Additionally, commissioners are struggling to decide if the space should be sold to a developer, of if the Port should lease the property to a potential developer.
