The proposed development could become a moot point if voters Nov. 7 approve Amendment 21, a tax-slashing constitutional amendment that could derail RTD's plan to spend $30 million for 12 light-rail cars for the new Southwest line. Denver's development community is opposing Amendment 21, as well as Amendment 24, which would limit growth.
Station owners are willing to sell the station, but want to retain development rights to the surrounding land, a strategy that is being rejected by the RTD and Denver, neither of which is willing to spend up to $20 million in development costs to relinquish revenue from future commercial ventures. Union Station is owned by a partnership of the Trillium Corp., Union Pacific Railroad Co. and Denver developer Pat Broe.
