Target hopes the Target will be busy with residents not only from Fairview, but also Troutdale, Gresham and Wood Village, who currently have to travel to Gateway or Clackamas for the closest Target. City officials, meanwhile, appear to have the large retail outlet they've been hoping to attract to the site in order to attract other smaller stores.

The city entered into a partnership with Holt & Haugh in 1999 to develop and market Fairview Village to prospective retailers. Thriftway expressed interest in the area at one time, but backed out before development plans were finalized. The Planning Commission will examine the Target proposal in December.

About one half-acre of wetland would be destroyed in the development, but Target is indicating it would help preserve and improve other wetlands near the facility to mitigate other losses. Construction is tentatively planned for early next year.
