In his protests of the Titanic plan, Newsom is invoking in his defense the Burton Act, which left the land and piers under control of the city, and requires that the Port of San Francisco pursue maritime uses. The current skirmish isn't Newsom's only beef with the Port. Newsom is a sponsor of Proposition R on Tuesday's ballot. The measure would make it the city's policy to oppose the Port-approved plans to build a history museum at Fisherman's Wharf.
