Developer D.J. Martin has proposed to build a restaurant, a 60-room hotel,two office buildings and four retail buildings, and either 100 single-familyor 280 multi-family residential units along West Chicago Boulevard.The development needs water and sewer services offered by the city, so thecity is buying the property from the township for about $12,000 a year for15 years, to make up for lost tax revenue.

The developer has not yet submitted the site plan for the development, say city officials.
