"We're hoping to have one of the initial phases of the project unveiled between Thanksgiving and Christmas," Sleepy Hollow Mayor Philip E. Zegarelli, says.General Motors had originally scheduled an October 1999 release of its redevelopment plan for the former minivan assembly plant property. Since then, it has delayed release of its plans at least four times.

In fact, the mayor relates, "The delay has been turned out to be good because they have been able to digest the suggestions we have made."

Mayor Zegarelli, who is president and chief executive officer of Reliance Bank in White Plains, would not comment as to any details of the GM proposal. He does say the village has advised GM that its plans should incorporate some new development as well as some preservation of some of the property as parkland and recreational uses.

The mayor notes that General Motors, which had been in discussions with two development firms on its redevelopment project for the 99-acre site, is now dealing with just one developer at the moment. It is widely known in real estate circles that the finalists for the GM redevelopment project were the Trump Organization of New York City and Collins Enterprises of Greenwich, CT.

Mayor Zegarelli would not say which firm is still involved in the GM venture. However, he cautions that the project will be done in phases and that GM may be looking to work with other development companies in the future.
