Under terms of a proposed revision of its lease agreement, Panorama Flight Services has agreed not to begin servicing aircraft before 6 a.m. and even then only to serve aircraft that will depart after 6:30 a.m. The development is another step in Spano's efforts to convince tenants to abide by the voluntary ban on flying. The lease must be approved by the Board of Legislators.

Panorama is the second airport tenant that has agreed to a provision in its lease that restricts its activities during curfew hours. Spano notes that he expects all future leases with airport tenants to include such a provision.

"As County Executive, I am committed to a Good Neighbor Policy for the operation of the airport," Spano stresses. "An important element of that is to prevent noise that keeps Westchester residents from enjoying a good night's sleep. Since we don't have the legal right at this point to impose a mandatory night-time flying curfew, we are committed to other steps to see that the voluntary curfew is followed."

Spano relates that as leases with other airport tenants come up for renewal, similar clauses restricting the hours that they can operate will be included into renewals. In addition, the county promises to begin approaching tenants that are not facing any imminent lease renewal about amending their agreements to get them contractually to comply with the voluntary curfew. "If they want something from us, we'll let them know this is something we want from them," Spano says.

Panorama provides services to light general aviation users and operators. The services include flight training, aircraft maintenance, aircraft sales, aircraft charting and rental, aircraft parking and fueling.
