In the works are a traditional Main Street design for downtown's Capitol Avenue; a new City Hall at Capitol and State Street; and a cultural arts center in the core area bordered by Mowry Avenue, Paseo Padre Parkway, Walnut Avenue and Fremont Boulevard. The overall outlook for the revamped downtown will combine retail and office space with housing. The area will also be divided into seven subdistricts.

Already a four-story office project has been completed in the office-center subdistrict, and mixed residential/commercial projects are in full swing at Civic Center and Stevenson Boulevard. The full draft goes to the Planning Commission this spring.
