Two of the proposals come from two-company development teams. One is Portland-based Opus Northwest and California-based Center Oak Properties, which owns Mall 205 and it developing Gresham Station. The other is Tualatin-based Gramor Development and Trammel Crow/Portland. The third proposal is by the California office of Atlanta-based Cousins Properties.

All of the proposals call for a mix of office and retail uses, though "big box" retail is out of the question; building footprints are being restricted to 60,000-sf, or about half the size of a Home Depot. The Opus/Center Oak proposal includes 500,000-sf of class A office and 320,000 sf of retail that includes yet another movie complex. The Gramor/Trammel Crow proposal is said to be similar. The Cousins proposal is the only one that readily includes a residential component.
