Prior to joining P&DD, Steen served as general manager of the Modernization and Development Division at the Detroit Housing Commission. There she was responsible for administration and construction management of contracts exceeding $350 million in federally funded programs; ensuring compliance with Housing and Urban Development (HUD); preparing needs assessments for capital improvement projects; assisting with the development of an action plan for 21 federally-funded residential developments and preparing grant applications.
Before joining the Housing Commission, Steen held positions as an assistant project manager for Walbridge Aldinger Construction, project manager for American International Inc., as well as construction buyer and management positions with Chrysler Corp. Steen holds a bachelor's of science degree in building construction management from Michigan State University.
