The long-awaited center, to be built at Alameda Parkway and Alameda Drive, will be designed by a local company, Michael Barber Architecture. The general contractor's award is in the hands of the Weitz Co.'s Denver office.

Municipal agencies currently are housed in retrofitted office buildings. The project will put all of the municipal departments under one roof for the first time. In some cases, departments are split in half, with offices scattered as far as five miles apart.

The project will be financed through certificates of participation. With the certificates, a separate building authority leases the building to the city, which incurs the debt. Property taxes will not be increased to pay for the building, which is scheduled to open in two years.
