The project near Old Poway Park will have a turn-of-the-century feel, with wooden sidewalks, rear off-street parking and detailed landscaping.
The plan also calls for narrowing Midland Road from four lanes to two lanes, with diagonal parking near Old Poway Park.
The center will break ground next year, according to developer Kevin McNamera.
