The Johnson County Commission asked consultants to look at ways to finance road improvements and the purchase of right of ways in rural areas. The study was conducted by the law firm of Frelich Leitner & Carlisle and Ochsner Hare & Hare planning firm, both based in Kansas City.

If the excise tax is similar to the rates already being levied in the Kansas City area, builders of single-family homes would be charged about $162,000 per year. Commercial and industrial developers would be billed approximately $317,600.
