Drop in Housing Starts in California Will Keep Home Prices and Apartments Rents High

LOS ANGELES-Construction of new apartments and single-family homes eased 1% in November from a year ago, a new state report says, virtually assuring that starts this year will fall short of analysts' expectations.

LOS ANGELES-Construction of apartments and single-family homes in California dipped slightly last month from a year earlier, the state’s Department of Finance says, virtually assuring that housing starts in 2000 will fall short of expectations.

Builders in November pulled construction permits at a 142,800-unit annual rate, down 1% from the level of November 1999. But the rate was up 7% from the previous month, the report says, thanks to unusually good autumn weather and a drop in mortgage rates.
