SAN FRANCISCO-Two developers unveiled their proposals for transforming piers 27-31 into a sports-recreation facility. The 19-acre property currently includes 486,000 sf of warehousing space. The five-member Port Commission plans to pick a favorite by March. Commissioners hope the project, expected to cost between $120 million and $220 million, will be completed by 2004.

New York-based Chelsea Piers is proposing to develop a field house, ice rinks, bowling and an extreme park that will offer in-line skating, a ropes course and rock climbing. It would total more than 500,000 sf. In particular, the company is proposing 100,000 sf of office, retail and restaurant space, 250,000 sf of open space and 350 parking spaces outside and in the pier 31 shed. Also, in partnership with Western Athletic Clubs, which at one point was planning to submit its own proposal, Chelsea Piers would develop a new health club on the site.
