The study, by the San Diego Taxpayers Association, shows that the project could actually pose a substantial risk to the city and whither under competition from Tijuana International Airport.
The studies looked at the airport's revenue projections, tax implications and other criteria of the project proposed by a partnership headed by Sandy Kahn and former San Diego Unified Port District executive director Larry Killeen.
They had estimated that adding a municipal cargo airport in Otay Mesa would create almost 12,000 jobs and generate $750 million for the regional economy.
The San Diego City Council must rule on the airport proposal before it can go forward. It's unlikely proponents will approach the council with the idea before spring.
