The Orange Circuit Court suit alleges Hunt/Clark asked Kelly to falsify records she would be submitting to Orange County, showing the percentage of women subcontractors and minority firms hired by the construction manager on the $750 million, two-year job. The expansion is due to be finished by 2003.

Kelly sued after Hunt/Clark fired her for alleging soliciting clients for her public relations firm from among 'subs' recommended by the construction manager. Kelly denies that allegation.

Her suit charges she was fired because Hunt/Clark was not meeting the county's 25% hiring goal of women and minorities and wanted to conceal information that several minority-hired 'subs' were really front companies owned by non-minority owners.

The construction manager denies those charges and maintains it has already reached a 30% women and minority-hiring level. Hunt/Clark's firing of Kelly is backed up by a county investigation that found no wrong doing by the construction manager. The county also found Hunt/Clark could terminate Kelly without cause.
