The city's "Housing Opportunities Study" suggests that San Jose's 2020 General Plan shift to "accommodate new development that meets the city's housing and economic development goals." Those aims, the report says, include permitting taller building in the Downtown area as well as in transit-oriented sections of the city. The promotion of "transit-oriented development" is also listed as a key goal.

The 14 locations are currently zoned as residential. The planning department study proposes those designations be tweaked in order to allow a greater range of uses. Here is a quick look at the recommendations:

* The southwest corner of Hostetter Road and North Capitol Avenue is proposed for a change from medium low density residential on 2.4 acres and medium high density residential on 12.6 acres to transit corridor residential on 15 acres. That designation would allow construction of 825 residential units and 19,600 sf of commercial space.

* The northeast corner of North Capitol Avenue and Sierra Road is proposed for a change from medium low density residential on 4.4 acres to medium high density residential on the same amount of acreage. The change would allow construction of about 79 housing units.

* The west side of North Capitol Avenue near Penitencia Creek Road is proposed for a change from medium high density Residential on 9.5 acres to transit corridor residential on the same amount of acreage. This would allow construction of about 523 housing units.

The transit corridor residential redesignation allows for greater density in the area, which jibes with San Jose redevelopment officials' vision of an urbanized city. If the new land-use designations are applied on the 14 sites, officials say, it will allow development of 460,800 sf of commercial space and about 7,256 residential units.
