On his list of recommendations are a six-to eight-screen movie theater, live theater, outdoor performing area and restaurants with live entertainment. Ellington thinks one of the establishments should be a sports bar/restaurant operated by local celebrities.

He says to eliminate all the boarded-up buildings and vacant lots and build at least 500 apartments Downtown. He also recommends gardens and outdoor furniture and an assortment of appealing and appropriate retail stores.

According to the report, the most important point of Ellington's study stresses that city leaders and private organizations concerned with revitalizing Downtown should consolidate their efforts.

He suggests an information-control center that stays aware of all Downtown activities. Among other things, It would help in providing potential developers with technical and financial support.
