"We're definitely not going to pursue it at the price of $7.8 million. It would have given them about a $3 million profit," Feiner charges. Feiner noted that Alfred Weissman Real Estate had purchased the troubled 134,000-sf property last year. Alfred and Alan Weissman, principals of Alfred Weissman Real Estate, could not be reached for comment at presstime.

Feiner said Greenburgh would be looking to hire a real estate consultant to explore options the town might have concerning the Weissman building, including reopening discussions with AWRE. In addition, Greenburgh would also look to review other available properties for sale. One of the firms the town will be talking with is Landauer Associates in New York City, Feiner says.

One of the options the town might consider if talks with AWRE are not fruitful would be to acquire the property by eminent domain, Feiner notes. Feiner stresses that the Town Board hopes to come up with some definitive plan in the next few months.

"We definitely are committed to moving out of the space where we are now," he says. Right now, Greenburgh government offices and the Greenburgh Library are housed in approximately 32,000 sf of space in two adjoining buildings at 320 Tarrytown Rd.

SCI Real Estate Development, a subsidiary of an Italian-based real estate development firm, originally built the former SCI building in 1990. However, when the recession took hold, the developer failed to complete the exterior of the building. For a number of years, the skeleton of the building was left to the elements and suffered considerable rust damage. In the mid 1990s, SCI completed the exterior of the building and later sold the property to the Weissman firm.

While the property is nearly fully built, no property owner to date has been able to secure a tenant for the building that has been marketed as 100 Corporate Plaza and most recently as The Century.
