Karp acquired the rights to Pier 4 over two years ago from restaurateur Anthony Athanas. Karp's harbor plan, which is the city's vision for the type of development it wants to see in that area already received approval from the state environmental office. This is in stark contrast to the Fan Pier project, being developed by Chicago hotel magnate Nicholas Pritzker, who has been mired in conflicts with the state environmental office over his harbor plan.

"The office has felt good about the project on Pier 4," Doug Pizzi, spokesperson for the state environmental office, tells GlobeSt.com.

Plans for Pier 4 include three large waterfront buildings which range from 100 feet at the end of the pier to 250 feet as part of a 385,000-sf office tower which would also house a 1,600-car garage underground. At the pier's end would be a 160-unit residential building and a one-acre park.

Between the residences and the office tower would be a 170-foot high building that would encompass a 200-room hotel and 40 apartments. A new Anthony's Pier 4 restaurant is also planned as are 60,000-sf of retail stores and additional public spaces. Under consideration is a maritime museum in the office tower.

The ENF is the beginning of the Massachusetts Environmental Policy Act, which could take several months. An analyst will write a scope of work that tells the developer what he has to look at in terms of items that will have environmental impact. After the final environmental impact review, a developer still needs a chapter 91 license and is the n required to do Article 80, the city's environmental impact review process.

"It sounds like a lot," notes Pizzi, "but some of these processes can go on concurrently."

Steve Karp could not be reached for comment. His filings reportedly indicate that he hopes to wrap up environmental approvals by the end of the year and start work on the project by early next year.
