ANTIOCH, CA-Three months after it was proposed, a mixed-use project for the southeast section of the city surmounted its first hurdle this week when the Planning Commission voted 5 to 1 to approve the concept for the Vineyards. In what could be the biggest development to hit this sleepy bedroom community, Bob Nunn, a Brentwood farmer and developer of the popular Summerset adult community in Brentwood, has proposed a multi-use project on 1,200 acres between Deer Valley and Balfour roads. Nunn’s project would include an adult community comprised of 4,050 units, a retail development covering roughly 108 acres and an office park that would span more than 35 acres. The project also calls for a winery, three lakes and an olive grove.This week’s vote is only the first in a long line of obstacles for the Nunn family. The Planning Commission’s support will lead to a recommendation that the City Council will consider when deciding whether it likes the initial proposal. If the city goes for the initial plan, Nunn would begin drafting a formal, more detailed proposal and an environmental impact study would be conducted. The city would then consider a final plan.

Because one-third of the site is located in Antioch’s Future Urban Area No. 1 Plan, Nunn will have to approach the county’s Local Agency Commission to seek a variance that will allow the city to annex the land. Officials and Nunn anticipate that it will be at least a year before the developer approaches the commission.
