SAN FRANCISCO- Four of the five developers clamoring for the right to build office space in San Francisco this year have submitted “supplemental information” to the city’s planning department. The competition is the result of Proposition M, the city’s current office space cap initiated in 1986, which allows officials to allocate only 875,000 sf of large office space and another 75,000 for small office projects annually.

This year, however, due to a 1998 agreement with the city, 475,000 sf already is earmarked for Catellus Development Corp.’s Mission Bay project. Also first in line for space consideration is Wilson/Equity Office’s 294,000 sf Foundry Square project, because the plans were previously evaluated and approved.

Add back in 115,000 sf of previously issued but unused entitlements, and the city’s planning commission can approve roughly 360,000 sf of additional development this year. So far, the projects competing for development rights total more than 1.3 million sf. So in an effort to win over the commissioners who in April will decide who gets to build what, developers are promising to do everything from providing jobs for the disadvantage to offering space to nonprofits.
