The company has opened an escrow and held meetings with city officials and residents, as it moves toward building a 500-megawatt plant. The new plant could produce enough energy to power about 500,000 homes.
Sempra is interested in buying 130 acres of the 200-acre Quail Hills parcel, which is zoned for industrial use. The company is working with the owners of the remaining land to draft a comprehensive plan for all of the parcel.
The plant is tentatively proposed for the southwest corner of Vineyard Avenue and Enterprise Street.
Gov. Gray Davis has said he would like to shorten the two-year approval process to about four months. Once approved, it would take about two years to build the facility.
