The city council action is aimed at securing three small properties that are key to developing the land, which lies between Seagaze Drive, Pier View Way, Pacific Street and Myers Street. Manchester can use the bulk of the property without the need for condemnation.

The three owners have all refused to sell the properties to the city for fair market value, according to city officials.

The hearing is scheduled tomorrow at 4 p.m. If the owners continue to refuse to budge, the city will begin eminent-domain proceedings in San Diego County Superior Court, although the city will continue to try to reach an agreement for a sale, according to city officials.
