When completed, the $20-million complex, The Premiere of Thousand Oaks, will feature a theater screening room, fitness center and subterranean parking. Plans also call for a courtyard with a swimming pool, spa and fountain. Completion is slated for spring 2002.

The 115,000-sf complex will contain both one-bedroom and two-bedroom units. Rents have been projected at between $1,400 and $1,750 for the one-bedroom units and between $1,700 and $2,100 for the two-bedroom units.

LA-based builder PCS Development Inc. is the project's developer. The company's construction division, PCS/Cal Mor, is building the complex and the PCS Property Management division is overseeing leasing. The Premiere at Thousand Oak's was designed Togawa & Smith Architects Inc.

The project is the first major apartment complex to be built in Thousand Oaks since 1991. Mayor Dan Del Campo, councilmember Dennis Gillette and city planner Robert Rickards attended yesterday's groundbreaking ceremony.
