"A contract is being worked up between the city and the developer. That contract will be approved by council most likely in March, and the site plans will follow," he tells GlobeSt.com.

In January, the council unanimously voted in favor of a site plan for a $150-million mixed-use retail project for property located north of 14 Mile Road and east of Orchard Lake Road, another Phoenix project.

The plan is for an 89-acre parcel of land to be transformed into 680,000 sf of stores, restaurants, service shops and maybe even a boutique hotel.

Most of the 140 residents that live near the property have agreed to sell their homes to developers Grand Sakwa Properties and Phoenix, both based in Farmington Hills.

Phoenix Land officials say an existing Kmart may be demolished to make way for a new one. They're also talking to representatives of Lowe's, which has optioned to buy 17 acres, and other department stores and restaurants. The developers could begin construction by July, with a completion date some time in 2003.

The two developments are seen by Farmington Hills officials as a start of cleaning up the old and decaying areas in the city.
