The city council's lifting of the ban came with several other related actions. Among the actions awere plans for an underpass at the crowded intersection of Southeast Mill Plain and Chkalov Drive/112thAvenue that would allow traffic exiting Interstate 205 north to go under the northbound onramp and proceed directly to 112th Avenue.

As far as paying for development goes, a change to the city's zoning code now allows collection of one-time traffic impact fees levied against new development east of Andresen Road. The charges will be based on vehicle trip generation. The biggest trip generators, fast food restaurants, will pay $117,000 instead of the current $11,300. Convenience stores selling gas will see their fee raised from $10,600 to $90,000.

Finally, to speed development projects, an ordinance was passed requiring East Mill Plain-area developers to carry out their approved development plans within 30 months. If they do not, the approvals will be revoked.
