The title was clouded by a court-contested condemnation. To pay for the tunnel, the RiverCentre is contributing $2.4 million, and will help shoulder the maintenance and operations of the tunnel. In addition, the St. Paul Convention and Visitors Bureau will kick in $1 million, $700,000 will come from the St. Paul Port Authority and $300,000 from Capital City Partnership.
