The legislation prohibits the construction of any store larger than 65,000 sf, much smaller than Home Depot's typical 100,000 sf stores. Residents in Visitacion Valley say they would like to see built at the site a transit village, a mix of housing, grocery stores and either a child-care facility or a college campus.

Home Depot is now said to be focusing on the site of the old Goodman Lumber store at Bayshore Boulevard and Courtland Avenue, about two miles north of Visitacion Valley, not that they won't run into opposition there as well. Small business owners and residents have expressed concern about the traffic and the possibility that such a development will hurt local business owners.
