The developers have pitched plans for six buildings from Mission Bay to the south Financial District. The commission has been rating each project based on the criteria it outlined last year, which includes quality of design and location. Once approved, the projects, which are close to public transportation lines rather than residential areas, would not have space available for lease until at least 2003.

The would-be developers – Tishman Speyer Properties, A.F. Evans Development Inc., McCarthy Cook & Co. and Cnet Network Inc. – are vying a portion of the 875,000 sf that can be developed annually under Proposition M, approved by voters in 1986.

Because of a unique development agreement established between the city and Catellus Development Corp. in 1998, however, 475,000 sf is already earmarked for the company's Mission Bay project. Also first in line is Wilson/Equity Office's 294,000 sf Foundry Square project, because plans were previously evaluated and approved but never built.

The director of the planning department did not return calls in regards to what the city anticipates it will decide on, however, a source with the planning department says that if the commission fails to come to a formal decision during this week's meeting, they will meet again on March 22.
