Sen. McDonald tells GlobeSt special taxes to raise about 40% of the money would be put to a vote in the districts where the road construction would be done. He estimates that the taxes could support between $6 billion and $7 billion in bonds. The remaining 60% is expected to come from the federal and state governments in the form of matching funds. The Senator cautions, "That's what we're projecting. There are no iron-clad commitments (from government agencies) yet."

After years of conducting research, Washington's Blue Ribbon Commission made its recommendations of what it would take to clear Puget Sound's clogged arterials. The senator says traffic here is "at least in the top 10 in the country, probably the top 5." The Congestion Relief Board, says McDonald, would guarantee that solutions are implemented.
