OLYMPIA, WA-Senate Bill 6140, introduced yesterday by Senators Dan McDonald and Margarita Prentice and a bipartisan group of legislators, would create a temporary agency tasked with implementing solutions to traffic congestion throughout Puget Sound. The Congestion Relief Board would oversee $18 billion in road and highway construction in 20 districts around Puget Sound. The construction would be done in conjunction with Sound Transit’s $4 billion bus-and-rail highway project.

Sen. McDonald tells GlobeSt special taxes to raise about 40% of the money would be put to a vote in the districts where the road construction would be done. He estimates that the taxes could support between $6 billion and $7 billion in bonds. The remaining 60% is expected to come from the federal and state governments in the form of matching funds. The Senator cautions, “That’s what we’re projecting. There are no iron-clad commitments (from government agencies) yet.”
